Gary L. Amy
Director of Water Desalination and Reuse Center, King Abdullah University of Science and Technology (KAUST), Saudi Arabia
Dr. Gary Amy, Director of Water Desalination and Reuse Center and Professor of Environmental Science and Engineering for King Abdullah University of Science and Technology, has more than 25 years of experience researching and teaching civil and environmental engineering topics. Dr. Amy has more than 185 refereed publications in international and national journals and more than 200 non-refereed papers in conference proceedings.
Dr. Amy received his Ph.D in Civil/Environmental Engineering from the University of California at Berkeley.
Debra G. Coy
Principal, Svanda & Coy Consulting
Debra Coy provides consulting services for investors and companies in the water sector. Joining utility regulatory expert David Svanda, she launched her independent consulting business in 2010 after 20 years as a research analyst covering the water industry for Wall Street firms. She most recently worked as Managing Director and Senior Analyst leading coverage of the water sector for Janney Montgomery Scott’s Capital Markets group.
Based in Washington, D.C., Ms. Coy has worked in investment research since 1989, creating a unique franchise and expertise in covering the global water sector for investors. She has been responsible for running the leading water conference on Wall Street for more than a decade; the most recent Water Industry Summit in New York drew approximately 300 attendees, comprised of top industry executives and institutional investors. Ms. Coy was named a Financial Times/Starmine “Best Brokerage Analyst” in 2008 and 2009 and a Forbes “Best Brokerage Analyst” in 2010 for her U.S. water utilities coverage. She is a frequent speaker at industry events, has appeared on CNBC, PBS’s Wall Street Week and other investment broadcasts, and is regularly quoted in financial and industry publications on water sector stocks and issues. She has testified on Capitol Hill on water infrastructure financing, and currently serves as a member of the Water Environment Federation’s Global Water Strategies Council and the Clean Water America Alliance’s National Dialogue on an integrated water policy.
Jeffrey J. Fulgham
Chief Sustainability Officer and ecomagination Director, GE Power and Water
Jeff Fulgham partners with customers, organizations and governments to drive awareness of the current water challenges and solutions, and the need to implement water reuse technologies. A 29-year veteran in the water industry, Jeff held multiple positions in sales and marketing at Nalco and BetzDearborn until GE’s acquisition of BetzDearborn in 2002. From the date of acquisition, Jeff held a variety of senior leadership roles in global marketing.
Jeff has spoken extensively at global industry events and has published numerous technical papers on power and water topics. Jeff was recognized as a member of the Marketing Dream Team and was awarded the Ex Award by Event Marketer Magazine in 2008 for his leadership driving GE’s World Water Tour. He was also awarded multiple GE “Proof Not Promises” awards for delivering enhanced customer value. Jeff holds a B.S. in Mechanical Engineering from the Ohio State University.
Robert Glennon
Author and Morris K. Udall Professor of Law and Public Policy in the Rogers College of Law at the University of Arizona
Robert Glennon is the Morris K. Udall Professor of Law and Public Policy in the Rogers College of Law at the University of Arizona. A recipient of two National Science Foundation grants, he serves as Water Policy Advisor to Pima County, Arizona; as a member of American Rivers’ Science and Technical Advisory Committee; and as a commentator and analyst for various television and radio programs. He is also a Huffington Post blogger.
Glennon is the author of the highly acclaimed Water Follies: Groundwater Pumping and the Fate of America’s Fresh Waters (Island Press, 2002). His new book Unquenchable: America’s Water Crisis and What To Do About It, was published in April, 2009. Since then, he has been a guest on The Daily Show with Jon Stewart, The Diane Rehm Show, C-SPAN2′s Book TV, and National Public Radio shows in New York City, Chicago and Phoenix; he’s also published pieces in the Washington Post and the Arizona Republic. In 2009-2010, his speaking schedule has taken him to more than 25 states and to Switzerland, Canada, and Singapore.
Glennon received a J.D. from Boston College Law School and an M.A. and Ph.D. in American History from Brandeis University. He is a member of the bars of Arizona and Massachusetts.
Adel Hagekhalil
Assistant Director with the City of Los Angeles’ Bureau of Sanitation
Adel Hagekhalil is a registered civil engineer with the State of California and a national Board Certified Environmental Engineer. Adel has a Bachelor of Science degree and a Master of Science degree in Civil Engineering.
Adel is currently an Assistant Director with the City of Los Angeles’ Bureau of Sanitation where he is responsible for the Bureau’s wastewater collection system management, storm water and watershed protection program, water quality and TMDL compliance, and facilities and advance planning. Under his direction, the City has prepared an award winning Water Integrated Resources Plan (IRP) for the year 2020 which relies on public input and participation and integrates water supply, water reuse, water conservation and stormwater management with wastewater facilities planning through a regional watershed approach.
Mark Knudson, P.E.
Chief Engineer, Tualatin Valley Water District, Oregon
Mark has more than 25 years of experience in water system planning, design, operation and maintenance. Since joining the Tualatin Valley Water District as the District’s Chief Engineer, Mark has been responsible for planning, oversight and coordination of the District’s $300 million water supply improvements program. Mark also manages the District’s Engineering, Distribution and Water Quality divisions and oversees implementation of TVWD’s capital improvement program.
Prior to joining TVWD, Mark was the Director of Water Practice, Northwest Region, for Carollo Engineers, P.C. and also worked for more than 20 years for the Portland Water Bureau, including more than 5 years as the Director of Operations & Maintenance. Mark is currently the Association Director for the Pacific Northwest Section of the American Water Works Association. He is also a past Chair of the Water Research Foundation’s Research Advisory Council, is a member of the Water Research Foundation’s Climate Change Initiative Expert Panel, and is a member of the Climate Change Committee of the Association of Metropolitan Water Agencies.
Patricia Mulroy
General Manager, Southern Nevada Water Authority
Patricia Mulroy, General Manager for Southern Nevada Water Authority, has more than 20 years of experience in the water industry. Among many of her accomplishments, Mulroy has written and presented several domestic and abroad presentations. In addition, Mulroy has received several awards from the Las Vegas Valley Water District, Southern Nevada Water Authority, and several more personal awards. She received her doctorate at Stanford University and is a long-time active member in community service and water industry associations.
Allard M. Nooy

Mr. Allard Nooy is Chief Executive Officer Jindal Water Infrastructure Ltd. and Jindal Urban Infrastructure Ltd. Both companies are part of the OP Jindal Group, a US$ 12 bn. conglomerate with established leadership positions in steel, mining, power, energy, infrastructure, water, wastewater and solid waste management. In his capacity Mr. Allard Nooy is P&L and operationally responsible for Jindal Water Infrastructure and Jindal Urban Infrastructure and leads the development and implementation of the growth strategy.
Mr. Allard Nooy has broad and extensive executive leadership experience in the water, waste water, solid waste management and infrastructure sector in Asia. He has successfully managed to develop, acquire, and implement infrastructure, energy and environmental projects throughout the region over the last 20 years. Allard Nooy holds a Bachelor of Science (Eng) in engineering management and an MBA in international business.
Donald J. Polmann, Ph.D., P.E.
Director of Science & Engineering, Tampa Bay Water, Florida
Tampa Bay Water is a regional governmental agency that provides wholesale drinking water to six local governments using surface water, groundwater, and desalinated seawater sources. The local government utilities serve 2.5 million people in the Tampa Bay area. Dr. Polmann’s focus is on water resource planning & permitting, engineering studies & evaluations; environmental monitoring, mitigation & assessment; laboratory water quality services; and water resource modeling & management technologies. He supervises a team of civil & water resource engineers, hydrogeologists, environmental & physical scientists, and technicians working in municipal water supply.
Dr. Polmann serves as his Agency’s primary technical liaison to Florida Department of Environmental Protection, Southwest Florida Water Management District, U.S. Geological Survey, University of South Florida & University of Florida water resource programs. He holds degrees in engineering and hydrology from Rensselaer Polytechnic Institute, University of Florida, and Massachusetts Institute of Technology. Dr. Polmann is a licensed professional engineer in Florida with over 25 years work experience in environmental and water resources engineering, including seven years of sponsored graduate research and eight years in private practice.
Dr. Manian Ramesh
Chief Technology Officer
Dr. Manian Ramesh has been the Chief Technology Officer of Nalco since September 2008. Prior to that he had been Corporate Vice President for Research and Development since May of 2007. He served as Vice President Process, Water and Core Technologies for the company from July 2006 to May 2007, Vice President, Water and Core Technologies from October 2003 to June 2006 and Vice President, Research and Development from September 2002 to October 2003.
He holds a Ph.D. in Organic Chemistry and was a Welch fellow at Texas A&M University with Nobel Laureate Sir Derek Barton. He joined Nalco in 1990 as a Senior Chemist in the Corporate Research group. He holds 48 United States patents and has authored more than 50 peer-reviewed technical publications. Dr. Ramesh has served several executive committees including the Water Energy Nexus under the U.S. Senate Committee for Energy as well as in various selection committees for prestigious awards such as United States Presidential Green Chemistry Challenge Award.
Kathy Tiegs
Vice-President, Board of Directors, Cucamonga Valley Water District, California
Vice-President Tiegs was elected to the Board of Directors in November 2005 and currently serves on the Legislative & Public Affairs, Personnel and Water Resources Committees. Vice-President Tiegs represents the District on the Association of California Water Agencies (ACWA), Region 9 Board of Directors. ACWA is an advocacy group for state water agencies. She also serves on the Board of the ACWA Joint Powers Insurance Authority, a consortium of water agencies that pool their resources to offer cost effective insurance benefits for their members. She also serves as a Director on the Fontana Union Water Company.
Vice-President Tiegs is actively involved in special district governance organizations and currently serves as the President of the Association of San Bernardino County Special Districts. She was also appointed to the California Special Districts Association, Legislative Committee which analyzes and recommends positions on state legislation impacting special districts. Vice-President Tiegs has been a resident of Rancho Cucamonga for over 50 years. She is currently retired and has a distinguished career in water resource management working for a local wholesale water agency for over 30 years. She was actively involved in the Water Education Water Awareness Committee which sought to promote the efficient use of water and increase public awareness of the importance of water in Southern California. Vice-President Tiegs also attended San Diego State University.
Lydia Whyatt
Managing Director, Environment Group, Four Winds Capital Management Limited
Lydia Whyatt has 16 years of investment experience in private equity and cleantech focusing on waste to energy, recovery of materials from industrial and municipal wastes, and water investing. She built from scratch a $90m dedicated Cleantech fund with a key focus on water and waste investments and is a recognized and respected expert in water technologies and waste recovery of materials from industrial and municipal waste
Formerly with McKinsey, Kennet Venture Partners and Foursome, Whyatt received her PhD in Physics from Moscow State University, MBA from an independent Russian-American University and her Finance diploma from LSE
Ross Young
Executive Director, Water Services Association of Australia
Ross Young commenced as the Executive Director of the Water Services Association of Australia (WSAA) in 2004. WSAA is the peak body for the urban water industry and its members provide water services to 16 million Australians (80% of the population). Ross has extensive experience in urban water management at a senior level having held a number of key executive positions with Melbourne Water for over a decade. Whilst at WSAA Ross has raised the profile of the Australian urban water industry, represents the Australian urban water industry on water policy at the national level and regularly contributes to debates on urban water issues.
Ross is the Chair of the Global Water Research Coalition Board and a Board Member of WaterAid Australia. He has a Diploma of Horticultural Science, a Bachelor of Applied Science, an MBA and a Graduate Diploma in Natural Resources Law from the University of Melbourne.
